The Winslows stated that the last time they saw Clarence, he was a cute little boy with good manners, described as a little "angel". However, when he arrives, he is all but the opposite described.
His mother stated that she felt Clarence was falling into the wrong crowd and thought that sending him to Chicago could do him some good and reform him. Later, Clarence's true colors are revealed after he "borrows" a red Ferrari with his female friends. He tempts Eddie into going with him and kidnaps Steve so he can't squeal on him.
However, the police catch them after Urkel's advice in not going on the joy ride was best heeded. Luckily, the owner of the car is willing to drop the charges and Lt. Murtaugh takes Clarence, Eddie and Steve home. Furious, Carl is ready to yell at him for his actions, but is stopped when Harriette tells him to deal with Eddie instead.
Once he leaves, she criticizes a seemingly remorseful Clarence for stealing the car, bribing Eddie with beautiful girls and taking Steve hostage. Harriette explains that he was not cool, because of his attitude and that being cool is about being respectful, caring about the people you love, doing the right thing, and admitting to whatever mistakes you made.
However, Clarence doesn't take the words to heart, only expressing his remorse for getting caught. Enraged by his behavior, Harriette decides to send Clarence back to Detroit and tells him to pack his bags. Although he seemingly continues showing remorse, Clarence again refused to apologize and angrily says that he doesn't need her before storming upstairs.
What happens to Clarence after returning to Detroit is unknown, although it is assumed that he continued his thug life to the point where eventually gets disowned by his fed up parents and/or got arrested and locked up in prison.
- He is the first character to come from Detroit, Michigan. Cornelius Eugene Urkel (one of Steve's cousins) would follow in season 9. However, unlike Clarence, Cornelius actually cleans up his act and is mentored well by Carl, or rather, would have, had the show continued for its final tenth season.
- Clarence's last name is Baines, as revealed in his mug shot during the episode.
- He and Jimmy Baines have the same last name, though Jimmy is his uncle, not his father.
- The fact that Harriette and Rachel have known Clarence as a baby indicates that despite the two being estranged from their father, they were still in contact with their father's family (since Clarence is their paternal cousin). This is very strange as they did not even know their father was alive, and surely one of their paternal family members would have mentioned it at some point.
