It was revealed by Richie that Timmy was bullying him in preschool. Acting on Urkel's advice, he tried to talk to Timmy about his concerns and ask him to stop. He refused to listen and started that fight with Richie. Timmy then lied to the teacher and got him into trouble just so he'd be expelled.
